One big hurdle is the lack of open source GPU drivers. I see the same problem with Rockchip RK3588 SBCs. It is currently quite expensive for what it is and I can't see it getting much better until there are some new boards introduced that can perform well for the price.
We are still waiting for the GPU driver. Once we have Vulkan support, I wouldn't be surprised it can do PSP emulation. It's not cheap to be an early adopter, but I expect some new boards this year, with a much better price performance ratio. It would help if you run glxgears and show chrome://gpu in chromium and show CPU usage while all tests are running, to my knowledge everything is softpipe still so no point testing anything if that is still true. May is the GPU release someone (official?) said on the forum (Edit May: nm still no GLES)
