As for dubbing: many TV shows are dubbed this way indeed, or rather should I say overdubbed, as you can actually hear the original voices in the background and the reader or lector atop of that, just as you would have a translator during a conference. Now, of course with Netflix and stuff, you can choose to have this or subtitles. "Normal" dubbing is used for cartoons both in TV and cinema. The regular cinema films are usually just subtitled, only sometimes dubbed (but in a normal way, with many actors).

Due to the fact that he does not say it exactly when the character says his text, it does not interfere with the reception of a given scene, it does not interfere with the reception of emotions that a given character conveys. And this is a very convenient form of films, because you will not miss anything important, because, for example, you will not be able to read something from the subtitles, and most importantly, you do not have to be glued to the monitor all the time, because you will miss something from the subtitles. It's also a cheaper way to customize movies than normal dubbing. In Polish, such films are called "filmy z lektorem", i.e. films with a voiceover.
yeah this tv fact about dubb is funny for many people but its nto like you hear only his voice its likle you hear the dialogue in any language they speak english or french or some other and its more like simultaneous/"live" translation its strange even though i know it since youngest age i prefer subtitles but yeah it is what it is
W tamtym filmiku robią błąd, nazywając tłumaczenie przez lektora dubbingiem. Być może wynika to z faktu, że chyba tylko w Polsce jest tak rozwinięta ta technika udostępniania obcojęzycznych filmów swojej nacji. Zresztą o niebo lepsza od dubbingu.
