For constant gm bias circuit, do we need to keep 4 transistors in saturation? is it OK to work at linear or sub-threshold? Thanks.

I don't understand, why biasing circuit need wide swing?

Due to the variation in the process and temperature the unCox of the transistors will vary. To keep the gm constant (set by 1/Rb) the Vgs of transistors will also vary.
