UPDATE: Spoke with the owner and the flyback actually came from APAR so I’m not sure if it was a dud or if it got damaged in all the previous troubleshooting. Also, I overlooked where the note said the D10 was still lifted.

Another great resolve. Unless you are saying your circuit breaker is slow blow I doubt an incorrect fuse type was the cause of failure. I think your assessment about parts quality is more likely. Especially if the fast blow fuse was over rated.
@@MikesArcadeMonitorRepair I'm fairly confident the ones from ebay should be "real" since the guy I got them from said he pulled them straight from chassis', and it wasn't really your standard "chinese parts shop" type listing. The aliexpress ones were definitely suspect even after I received them tho lol
