8:39 These are called Rotary Rasp File Bits. They are used for de-burring, shaping and grooving. De-burring; as in after you have drilled a hole in metal use these bits to smooth over the edges of the hole and remove burrs.

For the first one, to clean up the threaded bar, I used to just screw on a nut past where I was cutting then wind it flush up to the cut, quick file to take off the "stub of thread". Then when you take off the nut it deburrs it
