The thing about pac and biggie is even though they were real badass dudes, they were intelligent enough to express their story unlike any rapper before or since. Anyone who has grown up near povery or gang culture can relate to them no matter what coast you're from. They said what the rest of the down trodden were thinking and they said it effectively without the fear of the system.

All the while pac wrote songs like "dear momma" and "brenda's got a baby", holding it down for the women and the struggles some may face. The content in their music translates to the type of men they were, and when you put that in to factor, 2pac easily outmatches biggie as an artist and as a man too fuck it. His words have more value. To me, that's undeniable.
