Well, before NIL deals the only way collages could attract people to play there was the facilities and record. Whereas the NFL doesn't need to get people to pick their teams and pays them.

because donors get tax write-offs donating to the school since these institutions are non profits. the NFL is a private enterprise. only ownership and the league can direct funds. basically an NFL team has one billionaire or and investment group owning it. A big time school has hundreds of millionaire and billionaire alumnus funding it.

NFL players spend little time in the stadium locker rooms if that’s what you are referring too. They spend majority at their team HQ, which many are NICE as hell and have nutritionists, chefs, sleep rooms, and anything you can imagine. The gameday locker rooms are just to get changed basically

When your heisman trophy winning qb makes 0$ per year and your nfl qb makes 40 million per year you can see where that money is going instead
