It definitely can be useful if used first, but often it's used a bit more reactively!

Everytime i see this bruiser build i get confused. Since zin zhao is a early game champion, shouldn't the build be assassin items so he can end games faster?

He's definitely viable as an assassin, but he actually scales pretty well with bruiser items and doesn't lose much for building them compared to assassin - but if you prefer the large burst damage lethality is very viable!
