I really don't see what advantages those hubless wheels have over traditional wheels. The wheel has to be held onto the frame by its outer and inner edge, so any kind of debris (like mud) that gets inside that relatively small contact point will pose a huge problem.
The Magenn wind generator fails on its face due to the requirement to use precious helium. Despite being one of the most common elements in the overall makeup of the universe, on earth it is rather rare and in limited supply, and is desperately needed by the scientific and medical communities, where - among other important roles - it powers diagnostic equipment like MRI machines. Of all the resources we need/use today, only helium actually physically *leaves the planet* once it escapes containment, never to return. It cannot be re-captured, and recycled only so long as you can keep it contained, and there is no way those huge windbags don't leak like a sieve in comparison to scientific instruments that use far less and take great care to conserve.

The Magenn MARS airborne spinning balloon for wind energy was given up on over a decade ago. The design took the least efficient type of wind turbine, and made it many times more expensive. Millions of dollars for an output suitable for a backyard turbine at best. Not worth the trouble to inflate and launch, let alone pay for. Would have been destroyed by any decent wind.
