You can actually find Goat Horns in Pillager outposts aswell Idk if its only in a later version or the newer version but I swear thats where I got my goat horns I didnt even know they fall off from hitting trees😅

The way you get a natural jungle or swamp villagers is if a village spawns on the border of a biome ether swamp or jungle and a villager spawn in the jungle and it will be a swamp/jungle villager
I have a map that counters your arguement on naturally spawning jungle villagers. I Can get the seed and co-ords for you if you'd like. I found 2 seeds that spawn massive mushroom island reefs at 0'0, one is 1000x1000 and has a few interesting features, and the other has a smaller roughly 600x500 mushroom reef. In the seed with the smaller mushroom reef, about 9800 blocks east, there's a small Cresent island with a tiny central island, an on chunkbase, it shows the biome as being plains with a plains village, but in 1.20.5 in game, it's a Sparse Jungle meeting a Sparse bamboo jungle on an island, with a village! and yes, it's a plains village, but with naturally spawning jungle villagers. The other giant mushroom reef seed has a tiny island with pillager Outpost about 18000 blocks north of spawn, and a naturally spawning double-end gateway about 1.4 million out in the end. Hit me up if you want either seeds and co-ords or photo proof.

I don't normally do this but... story time one time I was playing Minecraft you know normal just walking around my world seeing what there is and then I find a jungle I think cool and don't think much of it until I get to the top and it's a jungle Village it's a normal Plains Village but with jungle villagers is really weird
