All the vertical wall reinforcement have lapped at same location in its entire run of the wall, which indeed might create problem ( not more than 50% of the bars are allowed to be lapped at same zone in the member, the U bars at corners have to be outside the vertical reinforcement and in between vertical reinforcement it requires C-Hooks as well)

Is this a retaining wall?

not particularly a retaining wall. A retaining wall is used to hold back soil. I suggest looking at images of what a retaining wall. The animation shown in the video is of a reinforced concrete wall.
