Hey, I would recommend you to target the whole USA even you have a small budget because it is not like that you need a big budget to target a big area. Go broad with your interest targeting like furniture etc and experiment with it in different ad sets but one interest at a time so that you can know what is working or what is not. Facebook AI will show your ads to people who are more likely to buy from you. You can take help FB Ad Library to what type of Ad Creative people are using in your industry.

You're site is still brand new! These things can take a while :) I'd just run some brand awareness campaigns to start getting your name out there and familiarized with your audience.

You have to start posting content on your site to give people something to link to! The more content the more likely you are to get backlinks. Also do outreach to try and get some links :)
