6:16 isn't moving pawn to b3 winning for black he can then push either pawn to c2 or pawn to a2 depending on where the king, and then the king can't stop a2 b3 c2 pawn structure, black can simply castle either the pawn to a1 or c1, the king will be forced to take, then it is too late to stop the other pawn. Note that there is no stalemate to occur since white still has 2 moving pieces.

these tricks are great but do they work in other positions than these, because the positions just seem.... nicely coming together for a draw/win. How often have you encountered these positions in your game?
you meet these positions a lot even if the pieces are not in the same position. the point here is to learn a pattern you can use even if the position is different. thats why you do puzzles as well. once you learned the pattern your brain will identify it next time in close enough similar positions
