We went there in winter with my son. The gates were closed, couldn't go inside. So cold, nothing in the surroundings to get a warm drink. We saw clean and care. Workers were taking care of the trees. The cleanliness of Japanese is the reason why they got so few cases of COVID-19. It's the lack of hygiene who spread viruses.
I'm sorry that you couldn't go in. They seemed to close a day or 2 in a week. They were closed on the day when I shot this video too. Did you see people at 5:15? While I was passing by I heard them saying "Oh no! We came here all the way but they are closed!"

This is one of the tourist attractions for sure and I would recommend not just visiting but also going inside the Imperial Palace. If you are lucky, you can get to see the emperor and his family on certain Japanese holidays because they will come out and greet from the balcony. Thank you very much for watching! 😄

Every once in a while, the imperial palace opens for public and the next opportunity will be Nov 25th - Dec. 3. They say people enter at maps.app.goo.gl/VfrqbbRseG3TNMBn7 and exit at maps.app.goo.gl/yvHciXkos5vJ7Pr37 this time. But I'm not sure it's always like this.
Would have been much better if you have toured the inside of the Palace, but we understand the security of the Imperial family. All royal palaces for that matter are like that. Was at KL and visiting Istana Negara (National Palace), and its the same thing. Domo arigato though for this walk around video.
