The National Assembly of Vietnam, consisting of nearly 500 members, is unique in its structure and function. Members are not directly linked to clear political affiliations but are chosen by the Communist Party to represent various societal sectors, including government agencies, local authorities, the military, the judiciary, social-political organizations, and religious groups. Despite appearing diverse, over 90% of these members are Communist Party members, which significantly influences the Assembly's legislative actions. The laws and decisions are primarily driven by the party's directives, limiting genuine legislative independence. This system places the Assembly under strict party control, detracting from its ability to function as an independent legislative body. Members lack the power to draft laws independently, and the Assembly meets only semi-annually, further diminishing its effectiveness and oversight capabilities.
