Rivers weird? Give me a break, what is your problem with him anyway? He's a police detective that does the right thing, sure he makes mistakes but you know what he learns from them. He will do anything to save his nephew and his family, I find it very wholesome plus you become buddies with him so a merc and detective working together. Sounds like an 80s buddy cop movie which is awesome.
Learns from his mistakes? Dude made a deal with trauma team and sold out in the tower and ending. His moral compass seems entirely dependent on V. He's not a good dude, he's a bastard cop just like anybody else in NC. Honestly the only reason to do his quest is because the life of 3 innocent young men relies on you helping him.

Generally, i love making the "evil" or "asshole" choices when i can on side missions on most games. Geralt, V and arthur morgan being total dicks is just funny and so out of character for them lol
