Yes. but there is always a slight voltage differences. If it's a large voltage then the disconnect should be fitted with "bus transfer contacts". these are covered under IEC standards.
Going by memory, to meet the standard they need to be able to switch 80% full rated current at a voltage difference of 250 volts for a minimum of 50 times without needing major maintenance or repair. Everyone does it a bit differently but it’s typically done by using silver or copper tungsten arcing contacts.
