Is he? I guess there was the narration in The End of Time pt 1 but it was show he was talking to assembled Timelords there at the end so not really breaking the 4th wall.
My current theory is she's the God of Stories, what's interesting though is in the Church on Ruby Road she doesn't seem to recognise the Police Box as the Tardis it's only when she sees it dematerialise that she figures out what it is then we get the 'never seen a Tardis before' line which must mean she didn't know about the Doctor before that unless that was a trick of some kind so my current theory is that she's the God of Stories and she was living next door to Ruby to figure out Ruby's story which is why when the Church on Ruby Road story 'comes to an end' in Empire of Death she's holding a suitcase because Ruby's story is now over she doesn't need to live next door anymore and she's now focusing on the Doctor, the old companion outfits can also fit into this theory if she's looked into the Doctors story and is dressing like old companions from his stories if that makes sense? Could be wrong but that's my theory from what we've been shown I don't really think she's good or evil
@CulturePhilter I like this theory. Mine own goes a similar route about someone who has studied or observed the doctors timeline hense the outfits. Also someone of power. But I was going more in the direction of a timeless relative. Someone searching for then watching their long lost relative.

I have always been facinated by the eternal or immortal characters. Maybe because I started of with Torchwood way before I got into DW. The toymaker, Rassilon and the eternals themselves were characters I longed to have more about. I was excited by 13ths eternal story.

It’s definitely the last one. For everyone who proposes a YAGLA (Yet Another God-Like Alien) other than the God of Stories, then explain how Sutekh dusted her. (It works for a God of Stories because stories exist for beings, and if Sutekh brings death to the universe, then he simultaneously brings death to all Stories.) I actually like the God of Stories idea, actually; for one thing, no matter what crises she throws at the Doctor, if he wins, she wins-and if he loses, she wins too. An unbeatable foe!
It certainly makes me think that, like Shutek, Mrs Flood has a great deal of knowledge of what the Doctor has been doing in his ravels. Perhaps, as in one of the Dr Who books, she IS an advanced form af TARDIS with the disguise feature of being a sentient being, at present in human form!!!
The fact they dressed her in an outfit that looked so much like Romana at the end there feels like a deliberate misdirect, just like the susan thing, it feels like they wouldn't make it that obvious. There was a webcomic someone made many many years ago, a multi doctor story with the first ten doctors, and it featured the guardians, portrayed as younger women instead of older men, with some notion of form being arbitrary to them, but the interesting idea they threw in was that in that story the white guardian was actually the villain, her desire for order in the cosmos was at odds with the chaotic nature of life, so she wanted to pretty much end everything, and the black guardian was kind of the force for good in that context, it was very interesting as an idea, because the two were often played as being this balance, you can't have light without darkness, or darkness without knowledge of the light, I'd love to see that idea explored in the series proper.
She might be an echo of Clara. "Run, You Clever Boy", remember ? Not to mention she was in an episode called "After the Flood". Or a former member of LINDA who decided to cosplay the companions. Which could lead to a team-up between her and Petronella Osgood. Who knows ? Who Nose indeed...
The strange thing is that Mrs. Flood recognized the doctor and the tardis only after he saved Ruby in the past.. I don't think she's a god, but someone or something who knew about the tardis and sutekh's plans after the events at ruby's church, someone who knows the "creator" and also the future of the time lord.. I was thinking about Iris Wildthyme, I don’t know..
While I’d love to see Iris on the screen (but ideally played by Katy Manning) I think it might be TOO much of confusion for newer viewers. Mind you they did the Star Beast so who knows.
My bet is for the Boss. One of the lines in Star Beast was that the Meep’s people were killed for their beautiful fur. Her coat does resemble the Meep.
That is one option that hadn’t even crossed my mind. But yes, he was banished from Gallifrey before the Master killing everyone so they could be out there.

@@CulturePhilter I wrote a short story some time ago that would have allowed River to live again and it was fairly simple. It involved Rassilon (via the crack in space) in the Library. That said, I don't think it is River. It's too easy and obvious. RTD is not going for that this time around. He's subverting fan expectations this time around (e.g. Ruby's mother was an ordinary person and not any of the fan theories) vs his first run through as show runner. I had an interesting thought and I'm not sure if it fits or is just also random: The Valeyard.

If mrs Flood is a Godess, my guess is that she's one of the Norns from the Nordic mythology; Urðr (fate of the future), Verðani (fate of the present) or Skuld (who creates mantles of destiny to each and everyone). Perhaps, wearing the same costumes of previous characters, could make her the Norn of Skuld? But she also could be Rani. Or is she the human form of the Tardis, brought to life by that gigant sledge hammer, when Ncuti made one Tardis to two? It will be an interesting story to follow during the next series 🥳
The more I think about it, the more I believe she is the Tardis. That’s why she dresses like companions. She can time travel. References the Tardis as she knows well about it at the end of the first episode. Is able to connect with the plans of Sutek but at the same time has a kind side.
@@CulturePhilter does a TARDIS has future or past? In the doctor’s timeline yes, but maybe the soul of the TARDIS (like Missis Flood) is atemporal. She is everywhere all at once?
I thought of Clara when she said 'clever boy '. Either a splinter of her in Doctor's timeline that lived to the old age, or the old Clara somehow transported from that Xmas episode, or the time travelling Clara who got in some scrapes and her youth got syphoned off and she cannot return to the minute of her death, as she's not looking the same etc.
To me she sounds more like Great Intelligence, because of the Snow...and it will be in a christmas episode... but i also think she could totally be The Master.
I'm thinking the character could be memory linked (your multi-companion idea may fit that in some way) as like you have also noted Mrs Flood has echoed many past characters, some of which have links with waiting. I also do not think Sutekh was the one who waits mentioned by The Toymaker as they are both on the same side, so seems odd either would fear the other. The Toymaker ran from it. People ran from something in '73 Yards'. Plus Maestro was very unnerved by the music hidden in Ruby. memories can be hidden or repressed, forgotten etc. There are other possibilities than the memory one I'm about to suggest, I still feel The Trickster's in the behind the scenes of the arc we've not yet seen (I got a vibe that the 'mum at the church' scene had that figure changing depending how timelines changed which is very much this series and interfering characters like The Trickster), I'm not 100% convinced Ruby is totally ordinary, too many questions like why the big ruby in Sutekh's head (if this is just misdirection then sorry RTD but it is also really bad writing as it's meaningless stuff just to mislead your audience), and why the hints of who her dad may be or the it's the Trickster false trail of the church scenes (would a young mother dropping off a child have that hood and I don't buy the pointing explanation which was also very Trickster?) etc etc. But then it seems team Who have both implied Ruby is ordinary and that her story isn't done yet. But why memory? We've had the memory TARDIS, memory has been a big part of this arc (memory is time, time is memory, TARDIS it means life, The Doctor as bringer of death/life, the time window also therefore being a memory window and possibly a key part of how Sutekh returned although that's not a dead cert....) and some of the character links in her words and costumes have had that memory (and sometimes death/waiting) link such as Clara, so could even be a fusion of these 'memory' based characters a kind of human take on the physical memory TARDIS. Memory becomes song, becomes stories. Could the way Sutekh got 'Susan Triad' everywhere to bring death also be foreshadowing this, a similar manifestation of a character which if I caught that correctly may have a link to the abilities of the TARDIS? 73 yards link also if its perception field has any role to play? But would also be another way to explain her ambiguous are they good or evil vibes, if she is someone or something, maybe another god/ thinks of itself as a god entity, linked to memory, then it might remember the good and bad sides of any memories-of-living-entities it is the sum of, or perhaps as with some other gods/godlikes it does not do kind/unkind in quite the same specific way humans do. Or there's my two TARDISes good-bad yinyang style pondering so maybe.... The other key thing is the snow (the Romana-esque outfit was very snowy and it was again snowing in that scene) which has a lot of significance in Who lore and which links her both to Ruby's memory scenes and, cleverly so again disappointing if meaningless misdirect or coincidence, the snow of an old videotape (hmm, there was one that changed when time changed in TLORS) or... like you'd get on a TV. Stretching the idea even further The Giggle started with the first television broadcast and Stooky Bill, Bill is also William as is the first doctor actor-wise, The Toymaker manipulating a deck of cards which have Jacks: I played god and made him a Jack in the Box, a TV is also the box (I did say things were getting stretchy here!), both split TARDISes also have a juke box (very very thinly stretchy), the giggle musical soundwave was seen on a UNIT screen after the Toymaker's defeat but this could just be the for when we want to bring the character back clip setup... So Mad Jack/ Roger Ap Gwilliam maybe Ruby's grandfather or other relative from some hints. The snow and Ruby's music may just be down to Sutekh but that feels a bit 'but why', so maybe that's the best explanation we'll get, maybe there's more to it. On The Rani that could also be a good fit as The Deca has links to The Toymaker's Toyroom (two of its members became part of that), The Rani, The Master and The Doctor (all had been members) and as you point out we know The Rani can impersonate Mel so a reunion of Mel and The Doctor could be quite useful for her... The Rani is arrogant and cruel by nature so was never going to make that cup of tea. However RTD has joke teased the return of The Rani knowing full well it wasn't in the past, even with a hand taking something that contains The Master, so unless he's now pulling a double bluff maybe we shouldn't fall for that twice upon a time :) There is more to this puzzle though, even if Ruby IS ordinary (and like I say I'm not so sure) there's extraordinary stuff around her. I think the gods are only “on the same side” in the sense that they all consider the Doctor an enemy. Doesn’t mean they like each other or wouldn’t fight each other as well.
Another reason of why she could be the Rani is if you think back to Time and the Rani where the Rani ends up cosplaying Mel. What clothes as Mrs Flood been wearing throughout her appearances - Clara, Rory, Bill and Romana. Each time she appears she is wearing clothes that a former companion to the Doctor wore similar to when she played Mel in Time and the Rani.
If she looks the same age in the 1950s (based on location filming for season 2) I don’t think she could be a child of Amy and Rory ( that wasn’t conceived in time vortex like River)
I’d love to have Romana in the show again. I’m personally edging more toward the new god-like character as being more likely though. Something like God of Storytelling.
Personally I always wondered what happened to Dodo, after WOTAN brain washed her she went off to recover virtually off screen, she would be the right kind of age, a teenager 60 yrs later. If she was never freed of WOTAN acting as a backup download who in the modern age could hack UNIT something not dissimler to The Wire and TVs or the Great Intelligence and the Internet. Hence her knowledge and personal experience of TARDIS, as for the appearing in an historic sense, with the UNIT time window, actual time travel isn't now strictly necessary, and as no identity of her own, adopts whatever costume has been most recently researched of the companions or is some Gestalt of them flipping between Good Side as emulate a companion and evil side, dominance of WOTAN.
Have you heard of the Doctor Who novel “Who Killed Kennedy” ? It’s quite an interesting read, it follows a journalist in the 70s who keeps looking into the Doctor’s adventures and Dodo turns up. I won’t spoil what happens to her in it but it’s quite interesting.
I hope she isn't a previous companion, or anything to do with the Timelords. I think the outfits are red herrings. My main theory, which I'm borrowing from someone else, is that she's a mystical storyteller. Maybe a goddess of stories, as god like beings are a thing and she talks about both Ruby's and the Doctor's story in that final scene.
Given his form this season I’m almost certain you’re right that the outfits are just in there to provoke us to make content like this 😄 I like the mystical storyteller idea best too. Would certainly explain the 4th wall breaking.
I still prefer to think she is Irs Wildthyme - Big Finish character - Time Lady most famous for 4th Wall Breaking. Although she probably is someone else.
I think shes either the rani romana or hecuba but i think more likely to be hecuba who is god of time or aged river song from alternate reality. I dont think her breaking forth wall isnt any importance i hope they dont keep using that. I think shes always been watching the doctor
Speculating on Floods identity identity is exciting! River Song, the Rani, Romana, or even Susan are all possibilities. Mrs. Flood's dark elements are intriguing, especially considering the doctors and also maybe Susan's timeless child lineage. Could she be a descendant or relative twisted by time?
@@CulturePhilter Honestly I am along for what ever RTD has in store for us. While I love the old nostalgia. It seems a bit unfair to our new worldwide audience to keep bringing back old characters. Some people are happy with a quick update, but new die hard Whovians (if anything like I was a few years ago) will have an obsessive need to know it all. When the timeless child was first approaching I was all over anything related to the start of Galfifey expecially Omega, Rassilon and the other.
@@CulturePhilter I had another thought and this might play into something that was sort of touched on in the finale: What if it is one of his kids that he hasn't had yet (from his perspective)? Timelords often do things in the wrong order. We know Susan is his grand daughter, but we don't know who his child was that had Susan. At least, not yet. I don't know that any of us have the right answer as yet. At least, not deliberately. It is said a broken clock is right twice a day - not by design, but by sheer circumstances. Still, it's an interesting idea.
I’d love to see a new regeneration of the Monk on screen. In Big finish when the Monk regenerated into a woman she got referred to as the meddling Nun for a bit.
I think she's Me from The Girl Who Lived, et al. she has a time machine. She lived with Clara who's the one who calls the Doctor "clever boy." If Clara's really, finally gone in her timeline, then I can see her wanting some revenge on the Doctor.
Could Mrs. Flood be a projection of the Tardis in human form? Hence, would have access to the looks of all of the companions similar to how she changes the look of the control room with each Doctor.
I had a previous theory video about Susan Twist being a human form TARDIS that obviously didn’t turn out to be the case but I do still like the idea of Human Form TARDIS showing up. 🙂
@@CulturePhilter Hmm. I don't think it's a human form of the Doctor's TARDIS. After all, in her Idris body, she did say, "I'll always remember this as the time we talked." It fairly evenly implies that she doesn't get to take that form again. (But, you never know, show runners like to toss continuity out the window when they want.)

@@CulturePhilter I really don't think it's a human form TARDIS. It doesn't really fit the run of the show in either RTD era. The only person that I have ever seen successfully animate an object into a personality is Neil Gaiman (both in comics and in The Doctor's Wife - with Idris).
My theory is either that The Corsair from The Doctor's wife or a completely new character - which I hope it is because the show doesn't have enough of them.

You missed my favourite...Meddling Monk. If we are resuscitating the Toymaker and Sutekh, makes sense that the Meddling Monk comes back. The Rani has been off the cards for years cos BBC/Bad Wolf don't have rights to the character. Might be misdirection, but I'd be surprised if it's that obvious.
Another option is a character/machine from the 2nd doctor. The Master Mind from The Mind Robber that could take over a persons mind and have them create a Land of Fiction. This computer was destroyed but maybe it was dowloaded into the Tardis when the Tardis got put back together during the last episode of The Mind Robber and then was activated when the Tardis got split into two or when the memory tardis was created. Could Mrs Flood be the new controlled narrator? The master mind wanted the doctor before because he could be used infinitely because of him being a time lord. You now also have the memory tardis where all those stories are being told by the companions feeding the master mind and now it also knows the Doctor is timeless. Just an out there theory but also since the Mind Robber was highlighted in Tales of the Tardis and a villian or character has appeared or been mentioned from each of the early Doctor's other then the 2nd Doctor. Celestrial toymaker and Susan from 1st Doctor, unit and brigadier from 3rd doctor, Sutekh from 4th doctor. Again a wild theory.
I'm thinking the meddling monk as the Doctor mentioned 1066 which RTD would know was before pyramids of mars.also I think we will find out at the end of next season as the clock in ep7 said 15.08 (season15 ep.8) and that wasn't the time as Susan was going live at 15.00
I'm having some trouble digesting whether she's the Rani or not. I don't know why she's called "Flood"... the episodes related to floods seem unrelated to the Rani. Maybe it's related to "rain", who knows? She also has a certain presence that exudes a neutral evil type of character, she has plans, she doesn't seem as powerful as Sutekh but clearly knows the Doctor and his future, and she breaks the fourth wall. One thing that is closer to the Rani is how she treated humans as lesser and how companions were used to fool the Doctor (akin to what happened in Time and the Rani). To be honest, it's the only character that really comes to mind, all the rest are either too powerful or too nice. But she doesn't have that iconic Rani appearance... then again, that could be a regeneration thing. It could be this "Boss" character because it's clearly different from the One Who Waits and she fits the profile. And I don't know if she relishes the fact that the Doctor's story is a grim one or if she's just being deceiving. The Rani would be a bit more straightforward. I don't think she could be an Eternal and there are no other Time Lords that come to mind, unless they changed gender... I also don't think she could be the Master. The companion thing is what's throwing me off, but I think it's an attempt at mockery. Also, those companions you mentioned have very little in common: Clara survived on her last moment, Romana stayed in E-Space until she got out and became Lady President, Ryan kept doing his thing with Graham and Rory stayed with Amy in the past after the angel incident. And I'm sure it's not the villains either, but she knows all those companions... what I can tell you is that it's weird. Could be a more obscure character from other media... but why so much restraint in teasing the character? Mrs. Flood simply makes no sense...

Disappointing we did not find out who Mrs. Flood was in the season finale. I do not believe she is River Song. Makes no sense because River Song gave up all her Regenerations to save The Doctor when she poisoned him with poisonous lipstick 💄 by doing that she cannot regenerate again and she will forever be Alex Kingston and she is now a data ghost and lives on in the library mainframe computer.
I’m pretty sure the Sand would kill even a time-lord. There’s no regenerating from being sand. I also don’t think she’s the Master/Missy but I DO think she’s the hand that picked up the gold tooth containing The Master
I am going with a Random Theory that sadly - When STAR WARS: THE RISE OF SKYWALKER Released... Ended up being 100% TRUE! It is very possible that she is "NOBODY SPECIAL!" - We have to remember that Disney is now involved in Doctor Who... I joked regarding ROS hat Disney might make Rey's parents Nobodies before the film released... And they did JUST THAT! So I would not put it past them to do it again and the forth wall breaks are just for fun! I HPE NOT... I hope its something... But this remains possible!
I think you mean The Last Jedi rather than Rise of Skywalker. In Rise it was revealed Ray was the granddaughter of the emperor so WAS someone special. Given that Russell has just pulled the “no one special” with Ruby I don’t think he’d do it twice. That doesn’t mean there won’t be misdirection but if there is I think it’ll be that he’s deliberately put stuff in (like the outfits) to make us think it could be a returning character when it’s a brand new one.
@@CulturePhilter Yeah, LOL! I should know better really - I own ALL NINE MOVIES!!! (I own the Original Trilogy 9 Times... I have the Theatrical Cuts, Remaster and Special Editions!) And yeah... The Disney Trilogy is a MESS! Sadly, RTD also messed up with Ruby... I think he Tried TOO HARD not to make the Rey Mistake... I like that Ruby's mum is Normal - That in in itself is very powerful... While I have never had to deal with Adoption, My kids were in Foster care so I know how reuniting years later (Even though we saw each other regular) is so deeply emotional! But I thkn what messed it up was teh "Hooded Figure" and the Doctor Crying in The Church on Ruby Road - Built it up for something way more dramatic... Kept as Rubies personal Story - JESUS IT WOULD HAVE BEEN A GUT PUNCH! Many wont understand, in fat I feel for many such an "Emotional" Story beat woudl have been "Boring" and "Cliche" shall we say... Actually having just a random character actually called Fred in an episode or multiple episodes before revealing them to be Romana would be a really fun way to reintroduce her if THIS isn’t her.
I would say she was definitely a Time Lord, if you remember from the first episode one minute she knew nothing and the next scene she knew everything, this technology has been used twice to "Hide themselves away", DT used a watch from what I remember & Jo Martin used an emergency break glass I would guess Mrs. Flood is The Doctor
What do you mean by nothing role? Clearly she’s meant to be more of a season 2 mystery so we have only been given teases so far but she’s been given some interesting stuff to play in even those few moments.
@@JamesA1102 unless they have. The issues with the rights was that no one was sure who owned them after the death of the writers that owned the character as they had no children. But that doesn’t mean they haven’t recently worked it out and licensed the character from whoever owns her now.

If the last anti-climatic reveal of Ruby's nobody mum is anything to go by, Mrs Flood will turn out to the owner of a pub called the Old Vic who had a nasty husband.
I think she was really the woman in the cloak, not Ruby's mom. She still could be The Boss. Maybe Ruby is part of The Boss's plan. The Boss could enjoy cosplay.

Definitely not the white or black guardian, would be to racist (as stupid as that sounds) only way they'd make it work is if they swapped roles and made the white guardian evil....which I wouldn't be surprised if actually did happen lmao.
How would that be racist? Although swapping them, (or at least making the White guardian the antagonist rather than directly on the Doctor’s side) could actually lead to an interesting story.

She's actually worn the same outfits as Rory, Clara and Romana (white fur costume) "Clever boy" , A lot of people assume her ominous speech at the end was Christmas There were no decorations up in the Ruby household but it was snowing. We know Millie is coming back for a limited time. It has to be the link with Mrs Flood. Dobson said in the red carpet interview series 2 who Mrs Flood is and what her plans are will unfold "See how fans feel about that", Right now the Monk would be my guess. When the Doctor name dropped some other timelords you know that was a lovely big breadcrumb from RTD, Still doesn't explain why Ruby's mother was dressed like she was going to an audition to AHS Coven, They said the tape was grainy what if her Mum dropped her off and Mrs Flood picked her up for a reason?
I think Mrs Flood is the Rani. A flood can be created by rain and an anagram of rain is RANI. Also she has said things that seem dark and villainous which is strange and she also knows what a tardis is. Since the Rani was mentioned in episode 1 it means that the character rights have probably now been sorted out.
I'd love it to be the Rani. Also another oddity is the change in her character between the start and end of the series - she didn't recognise the TARDIS to start with and had a different character. Now if the Rani had been hiding from the Time War using a Chameleon Arch and opened it somewhere between these two points, this would be explained and would fit with the "I'm always hiding myself away" line. And she has a lot of respect for the Doctor's intelligence (kidnapping him in Time and the Rani for that reason) so consistent with the "you clever boy" line. But of course this is RTD so I am probably wrong....
I think that just as Idris was used as a host for the TARDIS in the Doctors Wife, the coming of Sutek caused the TARDIS enough distress that it used Mrs. Flood as a host. This explains the nods at the wardrobe of the companions as well as the stickers on the case.
I think she is the Tardis. Remember when it was said that when the Doctor died, the Tardis would park itself and get super large. I think it would park itself on Earth, and the expansion is the building, all the doors in Ruby’s building have blue doors, so the Tardis is trying to hide itself, so it has hidden itself as a building. The perception field has made it appear as a building as opposed to the typical Tardis we have seen. But who knows. I just remember that planet when the Tardis was personified as a woman on the planet with that entity that killed all those time lords and they were using them for parts. She was kind of quirky because she was not human.
My money’s on either Rani (a classic villain yet to be seen since the revival started, or River Song. Bear with me… Melody POND > RIVER song > Mrs FLOOD.
I think she might be Clara because she would know about the TARDIS and when she was staying with cherry, she was wearing what Clara was in her last moment of life.
My theory is she is the 5th member of East17. They are then going to crack out a belting edition of ‘stay another day’. They will all be wearing the iconic white outfits from the original music video from the 90’s
The Time Lords did not send Romana to be with the Doctor... It was the White Guardian... who appeared as the Time Lord President when he spoke to Romana.
@@CulturePhilter Mm. Ok, so, the White Guardian snatches the Doctor out of time and space... Gives him the mission of finding the Key to Time, and tells him he needs a new assistant. Romana is waiting in the TARDIS, and says she was sent by the President of the High Council. Now it gets tricky - In the finale of that season, the Black Guardian, disguised as the White, says that he appeared as the Lord President so as not to confuse Romana... That does not necessarily therefore mean that the White Guardian did what the Black Guardian said..... But certainly that's the implication that I believe most fans follow.
I remember when people thought River Song was going to be The Rani. It would be nice to see another timelord thats not The Master. I dont think it is Rani (unless the rights issue has been sorted)
Someone else in the comments mentioned the fact that they were even able to name check her earlier on in the season probably means the rights issues have been resolved.
While I don’t think it’s Susan we don’t know she was stuck in 25th century forever. There are bumptious ways she might have gotten away. The Time War being a big one. In Big Finish the Timelords called her back to take part in the war effort.
