It's important that the bad news is highlighted in all matters, as the good news takes care of its self. I thought you covered that well. Visa and length of stay for non Romanians would be a feature of anyone from say Australia, USA buying property in your country. Is there such a thing as a retirement visa which allows long term living in Romania for non citizens to own property, and live on a pension from their own country, eg is there a national health insurance program that people could join for health care. Visas are tied to property and length of stay for retirees from another country on a pension. Just food for thought for you to present on RU-vid, regards

Thank you for putting this video together. I have subscribed to your channel. I am a US citizen married to a Romanian. We both have income based in the US. What would be the best way for us to obtain a mortgage/loan for investment purposes in Romania? Do we need to open a company? Should we consult a real-estate lawyer? What I can tell you from the experience of our clients in similar situations is that personal loans are quite hard to obtain if you are a foreigner, even more if your income is from abroad. But for your wife who is Romanian it could be easier, even if her money does not come from Romania.
Why would you want to do that? US has far better real estate opportunities than Romania will ever have. Not to mention the incentives american IRS code offers for investors. Keep in mind the war in Ukraine. No one can't guarantee it won't spread even further into the region no matter the empty promises NATO offers. Some wealthy romanians already left the country sold their businesses and properties and never to return not at least until there is peace again in Ukraine at least.
Very clear explanation, thank you. I notice the laws and habits in Romania aren't that different from the Belgian ones. What is particular is that there are properties that aren't registered in the official register (and as a consequence can't be bought). I assume that this is a result of the land being given back after the fall of Ceausescu in 1989. Is there still a lot of land not measured and/ or registered?

It is the same in other countries like the US, there's no official registry, but real estate lawyer take on more responsibility for property due dilligence. Actually, it is not because of Ceausescu, we had many land measurements in Transilvania region since the days when we were unde the Habsburgs. And slowly the rest of Romania followed this good practice, after we were reunited. Yes, there is still a lot of land that's not measured, but you can no longer buy or sell land without official registration and measurements. Which forced many people to comply.
Hello Haggle as much as possible and find the true reason the seller is wanting to sell his/her property. Don't take their words for granted be skeptical also with most brokers as well. Most of them are mediocre at best at their craft. Find brokers who are also investors too who think like you think have the same mindset. Be willing to walk away and make your first offer as low as possible. It's a business whover gets emotional loses be calm and collected talk with as many people in that neighbourhood before buying see at least 50 -100 properties before buing one. Romania has OVER PRICED properties compared to the level of rents and real wages. Fortunately thanks to stricter banking conditions new loans are hard to get and slowly sellers realize they have been lied to by greedy brokers over those inflated figures that make no sense taking into account the worsening economic condition and the war in Ukraine a neighbour in the east and so on. In Bucuresti/Bucharest there are a lot of beggars and drug addicts on some of the streets even in central area like Piatza Unirii (Union's Plaza) or Universitate (University) and even petty swindlers (have tactics to steal money using fancy drama stories) I know since I am a young romanian living in Bucharest for the past 10 years. There are far better places (money for value) in distant countries which are more safer than here with no pathethic war in a neighbouring country in the east like Ukraine.

@@RRPartnersBucharest I do not know what a NIF is and I would take it that applies to someone who is Romanian or descendant. Then there is those that live elsewhere in Europe and those that live outside of Europe. For me, I have dual citizenship with another country that is part of the EU and a Canadian.

Hello, there are several regulations in this field. It depedns on your specific case, sometimes buildings can even be linked back to back, it is called "calcan"
AFAIK, in France and Spain for example, you don't need a permit to take down a wall in your property (a non structural one). Is it the case that for every wall you want to move or remove in an apartment in Romania, you need a permit?
The laws are similar here, in the sense that you cannot take down structural walls. But even for non-structural ones it is better to get an architect and change the plans of the house in the official land book registry. Otherwise you might not be able to sell the house later if the buyer need a bank loan. Banks do not offer loans generally if the house does not look like in the official plans!
@@RRPartnersBucharest thanks. I guess the seismic nature of Bucharest and a history of communism and therefore bureaucracy are to blame for that. Staffing the permit office for stuff that other countries do without a permit is a great way to keep a large state machine.

Not always and not closely. Especially if they are contracted by the seller. Plus, we had plenty of cases when some notaries were ok with papers and others were not, especially in difficult cases

Well, generally speaking any person that is non-EU cannot own land in Romania. This includes India, Pakistan. But they ca own buildingd without the respective land

Buna ziua, nu am sustinut ca se poate semna un contract de vanzare la notar fara aceste acte. Doar ca extrasul de carte funciara este necesar in procesul de due diligence, in cadrul caruia decizi daca vrei sa cumperi sau nu imobilul. Iar in ce priveste actul de vanzare in sine, din pacate am vazut si pseudo-acte de vanzare semnate de juristi si incheiate cu cetateni straini, care chiar credeau ca sunt translative de proprietate :)
