It’s entirely possible that the police found out more about the person when they investigated him for stalking. Maybe there was something in the van, maybe he was caught doing something, maybe they found something that gave them enough to get a warrant and that led to finding more stuff out etc. they probably just didn’t tell the person in the story any details because they couldn’t at the time or they just don’t divulge that much info and could only say that he was put on the registry.

He probably is a repeat offender. Often times the police finds out a lot more about people when they start digging and asking around. Especially now days with everyone having everything on their phones. He very clearly had a system with driving away and then coming back when there’s no one around.

Plot twist - now he knows where she resides and comes there often
