As a South Korean, I can say South Korea is quite safe. But everyone still has to be careful of scam or anyone can get involved in troubles like felon. Still, many weird scammers who impersonate police or prosecutor call you on the phone and ask you to make a bank account or download the files they send to you. Never download the files they send to you and never send them money.
After staying in Korea for almost 5years, I can relate to all those cases. I think people should consider watching this video before they feel too comfortable! Thanks for the useful information!

It was annoying AF and the numbers they called from differed by like 1 number at the end, so blocking the numbers does nothing 😂 Fortunately, after I changed my number, it died down. But yeah it comes out on the news sometimes when they bust someone. They have whole organizations, not just one person running a scam. Wild.
That's honestly a question I've been thinking about myself. I have some theories, but if I ever find some evidence to back them up... I'll make a video on it 😂
