It means it has perfect air/diesel ratio. And I assume he starts the burnout on 2nd, as the revs goed up it stops smoking and it shovs out a small amount as he kick in 3rd gear if it is 2nd he starts on. They should think about polluting less and sending this type of vehicle to scrap. In Portugal, this type of vehicle was only circulating until the police found it and it clumped on the annual inspections.
