Most likely, they were in the area when the explosion occurred, and responded with all the other units. CPD also frequently sends specialty units to take over perimeter control on extended incidents to free up precinct cars for calls, and this may have been an example. CPD Motor Carrier Enforcement was even on scene for a bit.
It's a COTA 'Police Response Unit', which I believe is a CPD officer who responds specifically to incidents on buses or at bus stops. And yes, they were likely in the area and responded given the severity of the incident.
