You say minimum 60 days on the Island but if you're a non-EU citizen does that mean you have to apply for a visa to stay for more than 3 months if you're from somewhere like the U.K?
Are there Controlled Foreign company (CFC) rules in Cyprus ie if a person does get non dom status but is the main director / shareholder of an offshore company will Cyprus claim that the company is being managed from Cyprus thus imposing corporate tax on that offshore company?

First you need a Residence visa and a Work Permit. Unless you have an EU passport they are almost impossible to get. Cyprus does not need brain surgeons or rocket scientists. If you are a millionaire then it's a maybe.
