Seems like a weak flush. I'm assuming it's the first generation 1.6 GPF toilet essentially a 3.5GPF model with a tank allowing 1.6 gal to flow, which were prone to clogging and sometimes required 2 or 3 flushes to complete and using just as much or more water in total as the 3.5GPF models which were still available until Jan 1994 when all new toilets sold in the US had to use 1.6GPF or less.
