While listening to this i came up with some weirdass concept for what the final layer could look like. So since this is the final layer it's logical that most of the life in hell has already been extinguished. There is no way for V1 to refuel itself anymore and so it has to conserve fuel as much as possible. in this layer V1 has started losing health constantly at a slow pace, either from sustaining some damage during the last boss fight or just because he hasn't killed anything in a while. I imagine two ways the gameplay could work. either there is no way to refuel at all and you have to reach the exit as fast as possible while avoiding some sort of hazards along the way, or there are some kind of blood geysers around the map and you have to quickly manouver between them to get to the end. Since there is no enemies anymore, the game replaces the enemy kill count rank with the percentage of fuel/health you have left, giving you a better rank if you managed to somehow conserve most of your fuel/health. This concept is a bit out there but listening to this track gave me some kind of sad ending vibe. Like we're at the bottom of hell and there is no more life to drain and V1 knows this. so its starting to become aware that its systems are about to shut down but it is struggling to keep itself functional.
If ultrakill was an rpg, like earthbound or undertale (in fact that leitmotif at 2:55 sounds like something from undertale), that, I could absolutely see (or rather, hear) this being the leadup of the level, like guts or chord of crooked saints
