I'll add a note that Pulumi can be another good option here. It provides many of the same benefits as Terraform that you mention in this video, but it also provides the "dynamic" provider capability that Terraform is lacking. Because it is less declarative, it is a very powerful way to create re-usable modules and dynamically provision baseline infra in multiple accounts. Thanks for the video!
