Id probably start wire wheeling and priming the surface rust and do some small rust cuts ....rip that bench seat out and get that re trimmed ...not many people like priming n doing half jobs but atleast while it sits it wont rust even more Completely cut the floor out and replace with fitted sheet metal ect
Look personally with the frame rails being rusted id say get rid of it. Just bc of how unsafe it could be. Id say get a new shell and swap everything over and get the shev rebuilt or go 351 winsor

I had an XR Falcon sedan for 18 years, 16 of those with a rebuilt 351 Cleveland. I only 3ver had to do basic maintenance for those 16 years. I wasn't always easy on it either.

My Mums first car was a 68 xt falcon and she still wishes she never sold it aye. Also I think it would be best to get a shell that’s in better condition
