I know I might get hate for this but anime of the 80s and 90s was far superior than modern day anime. This video showcases some of the best Japanimation ever.

ALL OF IT!!! Haha, but these are mostly sakuga scenes, basically the most impressive animation of the shows. Not every episode is like the animation you see here. But if you are just looking for a good recommendation, I'd suggest Cowboy Bebop, Ghost in the Shell, Golden Boy, Perfect Blue, Akira, Memories... Hope you like them.

If I recall correctly it's 'Memories', a 3 part OVA, basically 3 stand alone short films, that one in particular is the last of the 3, it's about a man who spreads a virus from a lab and then gets hunted down for it.
