SpyXFamily is doing a similar thing to Frieren, which also has multiple mini arcs during a single episode, but instead of a dfferent title, Frieren sometimes gives a date and location.
Yor's VA is one of the best if not currently the best female VA. She is Yamato (OP), Fubuki (OPM), Shinoa (OsN), Shinobu (KnY), Yumeko (Kakegurui), Ruby (RWBY jap ver) and so many more.
The manga has small chapters that go off on small tangents with different characters. That’s what the double titles are about, they’re covering those small bits of character development.
Breaking up episodes into mini-episodes is quite common in the Comedy genre of anime. Spy Family is no exception as these mini-episodes appear in the more comedic/daily life setting than the actual spy/mission type episodes.
They could easily go from major storyline to major storyline, but they'd run out of episodes per season and end up on a cliffhanger until the next season. They insert these smaller stories to fill out the season, but also serve as a cooldown after a major storyline. It's not filler; they're all smaller stories from the source material.
Most are from the manga, but there are a rare few anime-original bits (such as Yor trying to give Anya her gym clothes this episode). ^Yet even this 'filler' is pretty close to the series' tone, and so it fits in pretty well :P

These smaller “mission” episodes just cover the shot chapters in the manga that are more slice of life, and sometimes revolve around other side characters. They don’t necessarily have much to do with the main story arc(s).
This manga does something very interesting, it has the main plot and it has short missions which have nothing to do with the main plot. That’s why they put two or three titles, they are all short missions.

Hey Flexie, today you're reading my comment. The splitting of the episode is just based on how the chapters of the manga are written. Season 1 has more of multi chapter stories, so more self-contained episodes. 2nd season has a lot of those split ones, but also the longest multi episode arc.
Oh and also there's shorts and some extra stuff at the end of the manga volumes, sometimes they're added into episodes for runtime, sometimes they're compiled and of course there's stuff that's just cut because it wouldn't work animated.
