Assuming you've watched the show and read Fo:E; (SPOILERS following for both if you haven't) When Twilight pulled Starlight into the present with her, one close up of the map showed cloudsdale was gone. It either had been totally destroyed, or became a grounded storm shown near Canterlot. Not certain to be a reference, but considering the lack of... anything... in that timeline, I wouldn't shut down the idea completely.

As fascist Asterion, after you finish off Cyanolisia (which takes at max two naval invasions, easy stuff seeing their navy is absolutely shameful) you'll never ever have yo worry about navy again! You get to become buddies with Wingbardy (or not, a well build Asterion can beat off Wingbardy and gang without much trouble, especially if they use of their Sicameon wargoal) and rampage your way through Griffonia. All in all, it's a very entertaining game, even as Harmonist I'd say.
