I'm not sure if this has been answered already, but I think it's just gaffer's tape (or however you spell it) holding down what look to be DrumTacs. I could be wrong, though.
Its Russ Millers, signature Yamaha Groove Wedge. I think you may be able to find some on ebay, but from what ive seen with major distributors its discontinued.
I would do some more extensive research, but the Remo equivalents to the Evans EMAD would be the Remo Powerstroke Pro (permanent Evans-like dampening ring on the outside) and the Powersonic bass head I believe it's called (two smaller, permanent foam rings on the inside of the head with a removable pillow that fastens to the outside of the head). I use an ebony Powerstroke Pro on my 22x18 Mapex Horizon bass drum, very little third-party muffling (all I have in there is a medium-thin basketball warmup top from high school) with a Remo ebony Powerstroke 3 that's been pre-ported on the front. Sounds killer.
