Why didnt all these people leave and not put rescuers in danger trying to rescue them. There are shelters.

IMO - Some people did evacuate. In one case the designated shelter flooded. in addition, if someone has special medical needs it is very hard to flee. Have you ever been through a serious hurricane evacuation? I have on several occasions, so I can educate you about the various events/timelines that occurred.

How about the cruel and unusual punishment in prisons !!That have no air conditioning!! Sometimes not even cold water to cool off. It is Inhumane. Understandable they are in prison for a reason but some of them are in their for very short-term terms for minute crimes! But all suffering! And most are private owned by corporations, then congress voted against ac for prisons!!they are making money!
