Not the teens' fault, plain and simple. They even tazed him. What if he was the one who died as a result instead? Sure, he could have simply complied, but that's not the point here. The cops would not have cared if the teen died and it would not have made news anywhere. Autopsy the cop and you'll find underlying issues.
