I think the murals of the diver are meant to show that at some point, there was a disaster that ruined the ecosystem their people worked to build and maintain, and the role of the diver is to rebuild it. And that fits the general activity of the game so far, where you activate the spawning pools and such!

Oh, thats a good theory! I hadn't thought of it like that. It would explain why we have to activate the pools to put sealife back into the world.
