i think inverter pcb bcoz bcos fan pcb power supply from inveter pcb if im correct .usually i change both pcb

You Must change the Inverter PCB because the middle phase of the noice filter whaits confirmation from the inverter pcb to close the cycle.

Is it the(faulty) Filter Pcb output voltage to Inverter Pcb is incomplete, then causing Inverter Pcb fail to work and no DC voltage output to DC fan Pcb right ?
