This is the kind of weather we deal with in canada for 5-7 months every year. Winter tires help a lot, rear wheel drive cars are hardest to drive in this weather, FWD is much easier and AWD cars are thr best, if you dont have winter tires, zip ties can work as well. When in ice or snow, dont brake and steer at same time, brake in straight line, if you want to steer let go off the brakes. Its better to use gears to slow down the car in ice/snow than braking. Brakes should be used as little as possible.

It happens due to negligence of administration and commuters. If salt is spread over the roads by concerned authority then vehicles will not skid. In our country, where there is snowfall it is not advised and taken care by the commuters to use winter tyres and chains. There is no regulating authority and rule to avoid this Road nuisance.

Tie rope or chain on tyres, than try driving on snow. This temporary contraption is available in automobile parts shops in Shimla in winters. Tyre pressure also needs to be reduced. But in general, best to avoid, if possible, driving in old snow, because skidding can result in car falling in khud. In fresh soft snow, no problem driving. Also, snow becomes hard on road, but not so hard on muddy roads. That is why in high mountain passes, the border roads organisation intentionally keeps certain shadow area high passes roads unpaved and muddy, so that army trucks can cross without skidding. Further, if clear thin ice is formed, then to melt it fast, the quick way is to sprinkle salt and ice becomes soft at that place. Salt works.
