Locomotive Speed Limiter (LSL) is a speed control system used to warn the engineer of an over speed condition. The system automatically applies the brakes if the engineer fails to correct the over speed (www.trainorders.com/discussio...)
Small amber lights on both sides of the cab indicate the system is active.
This video demonstrates modifying a HO Scale River Counter CSX ES44AH from ‪@Scaletrains‬ to add working LSL lights and a custom speed control logic in the Loksound sound project that gives the operator an audible alarm and 10 seconds to correct the overspeed before automatically applying the brake and bringing the locomotive to a halt.

When active on the prototype, would these lights be illuminated on each unit in the consist, or just the lead locomotive? I do not know anything about the LSL system but would love to do this on my units equipped with this light.

I am not certain about the lighting protocol on the prototype. In the few videos on RU-vid only the middle DPU had the light ON.
