slacken the cable first then wind the adjuster till the wheel locks then back the adjuster off 6 cliccks the adjust the cable.

Do I need both the wheels off the ground ?

The direction to adjust is wrong for the left wheel, at least in my t30. To tighten I moved it down and to the rear on both wheels
