Thanks for your question. No, as mentioned in the video the adjusted basis is determined through various rules in the tax code. Cost price is just one rule when you purchase property. There are many other rules that determine basis. If you receive it through gift if can be the FMV at gift or the donor's adjusted basis rolled over (I have a video that goes over this rule). There are many more rules including adjusted basis of property received when someone dies and transfers, on divorce, etc. Hope that helps.
