The ADC sounds quite interesting, actually. I'm theorycrafting here, but I wonder if using one of those you could drop other tank mods and swap for more damage mods, at least on armor ships. That way you still have a strong tank for those 20 seconds, but more dps than you usually would. Just make sure you burst down your opponent before it runs out. Buy your CPU implants now!

I still prefer something like 50% ewar+web resistance.

Basically t3s will be useless in fleet battles why spend 1.2 billion on a Proteus or legion when can fit hacs with these at way less. And just have multiple wings warping in and out during cool downs

So, are the passive bonuses still in effect while the ADC is on cooldown? The answer to that will make a really big difference in how good these are.
