Well when the pro bowl literally does not matter in any shape or form, they aren’t gonna go out there hitting eachother wit full force when they could have a career ending injury on a game that does not even matter. They want to limit the possibility of a injury happening... but yes it is literally two handed tag at times and it sucks ass.

So really its being voted by the league as a whole and then 1/3 of popularity votes or w.e reason fans vote for players, hopefully based off of merit and not bias. So thats why the pros vote based off skill and talent they shown in the current season.
