Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97% of Africa’s urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa’s Secondary Cities - www.afd.fr/en/... - draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa’s secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants’ potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia.
Join the conversation with researchers and practitioners on the occasion of the virtual launch of the French version of our report - www.afd.fr/fr/... - jointly published by Agence française de développement and the World Bank Group.

6:25 Question 1 with Luc Christiaensen: The volume analyzes the urban challenges brought forth by migration in Africa's secondary cities and, at the same time, offers insights on the policy options that can help these cities leverage migration to rise above the employment challenge. Can you start by giving us a sense of the data and methodological tools that you mobilize to assess the contributions of migrants to African urban labor markets?
14:18 Question 2 with Nancy Lozano Gracia: The volume analyzes four cities in three countries. Can you give us a brief overview of those cities in terms of their demographics and of some of the socio-economic challenges they face?
22:16 Question 3 with Luc Christiaensen: Migration from rural areas to urban centers is typically perceived as the main contributor to Africa's growth. However, your study provides a more complete typology of migratory flows and pays special attention to migrants that relocate from one urban center to another. In what ways are urban-urban migrants different from rural-urban migrants, particularly in the context of secondary cities and towns?
28:55 Question 4 with Luc Christiaensen: Overall, your study highlights the positive impacts that migrants have on urban labor productivity and welfare. Can you give us of some more details on the integration of migrants into African urban labor markets? Specifically, how does the arrival of migrants in secondary cities affect urban expansion and density?
33:37 Question 5 with Nancy Lozano Gracia: At the level of municipalities, what kind of policies are needed to facilitate the integration of migrants in the socioeconomic fabric of secondary cities and to leverage urban migration in ways that benefit migrants and non-migrants alike ?
