He takes damage, his passive just gives him stacking hp regen and armor with each instance of damage, and will stay up as long as he has recently taken damage. He can indeed become very fucking tanky if you let the stacks ramp up, but if you can do a lot of damage quickly, you can outdamage the regen, especially late game. Early game, a decent timbersaw player is a nightmare and generally going to be unkillable without super good CC/burst damage.
