Guys, I have a theory on who is "him" : It's Panem of Hunger Games (Really good book series, you can find it in a lot of languages I think) before the districts revolts for the first time : He still have district 13's nuclear weapons, have labs in the capitol for the gas, and is mutch more powerful than everyone ( Hovercraft, genetic mutations, ext)

We need a mapping series where viewers decide literally everything.
