I agree with a lot of what your saying but we need to also put emphasis on INDUSTRIAL SPYING as much as R&D. Industrial spying is the most taboo thing but it is how The US was able to even become a technological power house in the first place by stealing technology from britain.

Also we need agency like the CIA or such in order to destabilize north africa, the arabs cannot be trusted and should not be left to prosper as as soon as they prosper they are going to try to invade again, this is how the Morrocans ended the Mali empire(the richest empire ever in humanity with Mansa Moussa) by invasion, they have also invaded north africa which used to be Black like the rest of the continent. Our first test for our new army would be the western sahara territory after we have stabilized the Congo. By adopting the kemet-kush civilization culture again, we will put back emphasis on innovation and technical achievements rather than dumb stuff like dancing or westernizing by showing we got good french or english or any of that crap. We need this cultural revolution before anything else. Once that is done, we can now adopt the political system of medieval africa as they have proven to be the best ones in african history. It should be a mix between Centralization and decentralization and a mix between theocracy and AFRICAN democracy (like the pre-colonial era Igbo political system) this makes it so that no incompetent leader could ever have power again but at the same time not fall into the stupidity of parliamentary democracy which is the reason why the chineese system is completely destroying the west on evry level and are advancing faster, parliamentary democracy wastes too much time and is not adapted in a context where you have different ethnic group who will only vote for people of their ethnic group.
