You can fill the tank with tap water when there are no fish in it, but water must always be treated before adding fish or when there are fish in the tank already. Add a water treatment like Prime, which neutralizes the chlorine. Cichlids like hard, alkaline water, so add some aquarium salt (the kind you get at the pet store) and some pH buffer (like marine buffer) and they'll be happy and healthy. A water testing kit and proper measuring is of course is a must!
