Your primary strategy heroes (meaning you level them up and star up in parallel with war heroes) should be Morgan and Saki (long term). If you do not spend, getting Saki is hard, so use Godfather instead. You should still star up and use Loreline before recruiting troops (but I would not level her up too much). Bravestar gives additional hospital capacity (great during civil war and defense) but does not speed up healing. It is the skill "Medicine" on any strategy hero that will speed up healing. It would be great to have a 5 star Bravestar as backup especially with the amazing breakthrough skill, but in a world of limited choices, I didn't really level up Bravestar and sell his fragments. These are my recommendations. There are those that like to use Bravestar all the time (more likely to be in civil war). Sorry for a long answer, wanted to be thorough.

Hi Paul please pardon the delayed response. I remember when I first got my very first hero to 5 stars meeting the exact same disbelief and disappointment. It is indeed very poorly worded and there is clear confusion as many felt the same surprise. Its a shame.

Hey Bryan, please pardon the long delay in responding. The best way to get officer XP is from being active in Zombie Hunting. This means focus on mobility recovery (both the commander skill that gives 50 mobility and having Fuel Up skill on your Strategy heroes). You also get equipment parts from zombie hunting, so it is a double bonus. As far as leveling up heroes, it is good to level up the hero that is higher stars a little more than others, but in general you want to do it a bit evenly. Meaning you get more from levelling say Aeon from level 10 to 15 than Tifa from 34 to 35 as an example (it could cost the same amount of XP).

I wouldn't invest in leveling up or increasing the skill level beyond level on Butterfly. Butterfly is a great blue hero and is usually given many free fragments with quests and if you have built it up, that is OK, but rembember the moment you have a 2 star purple hero with an LRA or LRE available you should switch to it. Until then can keep butterfly equipped, but don't invest in it any further for the long game.
