It is also quite confusing to me that agile cruisers can be thought of as "useless" or less effective. When I began to play I was definitely attracted to the more "aggressive" MaxDPM-style cruiser builds. Then I found a link to your channel on the WoWS Legends Reddit page and was introduced to your quote-unquote "agile" builds. I was able to utilize your videos to transform my play in cruisers to be more effective and I now feel as though I can contribute in any battle I enter (of course it doesn't always work out that way during the battle lol, tats a work in progress). After playing with your agile style build I really feel as though the opposite is true and that pure DPM builds are rather useless because utilizing them doesn't guarantee that you deal any extra damage in matches. That extra damage is more often generated by being able to stay alive for longer due to proper evasion or in situations where you can employ all of your turrets where a different cruiser could only engage with the front turrets. Keep doing you Hipper I am a big fan of your work. Agile cruisers FTW! Its also wickedly fun to be ripping the open sea at 40 knots with half the enemy team all trying to nuke you off the map unsuccessfully
Benjamin Elliott As with anything in this game a build can be great for one battle and terrible the next. I do find that, on average, agile builds are great for more battles than max dpm builds are. Probably around 70/30. Sometimes I wish I was in a dpm build, but most times I am happy I am in an agile build.
@@VIIHIPPER Totally fair, after re-reading that comment I suppose its a bit harsh. If every battle was the same I don't think we would have as much fun. The variability of ship combinations and quality of teammates always keeps it fresh. I really enjoy the possibilities the agile build brings to a match and for that reason I think your builds are really awesome and have made me a much better all-around player. I am definitely copying you but imitation is the finest form of flattery is it not? hahah
Your videos have had a big impact on my game. I’m a battleship man by heart and can play Japanese destroyers really well but always felt terrible in cruisers. Watching your videos has made cruisers fun and rewarding for me by using an agility build. Thanks for your videos VII Hipper, great to watch and learn from. 😉👍👍👍

@@pragmaticduck1772 You’re not the only one making that mistake. Even youtubers makes it. Anything gun above 152 mm, is considered “heavy”. It is all gun and no armour. Most cruisers are squishy. Their armor is mostly designed to be able to deflect shells of the same type of guns they themselves are equipped with. That’s not to say you can’t deflect larger caliber guns. It’s just not common you can do that. You can also face that 1 in a million shot of lower caliber, who penetrates. That’s what RNG games do. 😉
Scilled out a second Commander for agility in my german, japanese and british Cruiser, like in your Video. So much fun to play. It feels you have completely new ships. Thanks a lot.
I personally engage in suppression fire IF I have an appropriate ship. Cruisers with a rapid fire rate but low damage have been effective for me using HE shells to start fires. My premium Boisie is set up for a 16.5 km gun range, minimal damage per salvo but I've been successful starting fires.
A Kiting build is essentially an agile build except you use it to hang out 17 km away from enemy battleships and spray HE while playing with your rudder constantly and spin around in circles making yourself harder to hit. It’s people using the idea of an agile cruiser build and using it to kite and spam he from maximum distance. These folks don’t attack destroyers or cap bases they’re strategy every match is to set as many fires as possible on battleships while staying outside of the battleships gun range. No one obviously likes playing against them, and obviously no one likes being on their team because they contribute next to nothing.
I have actually ran a speed and concealment build with Kincaid, Muller and Mikowa on the Atlanta and the Flint. 37 knots is actually quite good on Atlanta and it's pretty funny to watch DDs not expect you to catch up to them that fast lol. Actually have a video of me in the Atlanta with Kincaid.
Ty for the obvious hard work and time that went into this definitive video, Hipper. 👍 As a budding player with about six months into the game I’ve dabbled with agility builds. My experience has been that one cannot “dabble” with them and must be all in. This is mostly regarding commander promotion. To reach the recommended speeds/rudder shifts the primary skipper and inspiration commanders (Fraser/Muller/Baltimore) really have to be maxed or close to maxed. For someone still developing his fleet and crew this requires a single minded focus. That takes discipline given all the shiny new baubles WG throws at us with each campaign cycle. So my question is what are the minimum required commander levels, both with the primary skipper and inspirations needed to run an agility build on most tier seven cruisers?
Other Charles It is true that agile builds are ressource hungry - perhaps I ought to have put that on the downsides slide. The primary commander should be minimum 14/2 and I’d say the same goes for the inspirations.
@@VIIHIPPER Crude, by those standards I haven’t even ran a true agility build. I think I have Muller 10/1, Fraser 8/1, Baltimore 14/1 and Makawa 14/2. I’ve got some more grinding to do.
This was well done and very detailed. Felt like Hipper’s class. Is there a reason why you did not include any of the tier 6 tech tree ships? Because they do benefit from double rudder mods. I was just curious which of those tier 6 ships fit. You did include Exitir so I was just curious why you didn’t include any of the other tier 6 cruisers.
Either rudder or speed is slow on tier 6 cruisers. Also if you facing tier 7 cruisers, their just stomp over tier 6 cruisers. Cant compete with their dpm and armour combo
You can do a lot of this with Hood with the azure lane hood commander. Although I build for speed and damage rather than rudder shift. It goes 37-38 knots.
For those who are free to play, I swapped Bruce Fraser with Pan Europe Conrad because they both have the same inspiration value for maximum speed but Conrad has extra anti-air.

The Hipper Bible. This is awesome, I wish I could like it twice. I've been contemplating playing with Vian for the second inspiration (no Baltimore), do you think that could work?
It'll work, but a few caveats. Firstly, don't get bogged down in doctrine. The goal here is not to get shot. Vian can help with that. Increased dispersion and speed make you more difficult to hit. Two sides of the same coin. However, you need to stack the dispersion debuff. If you can't do that, go with speed. Also, if your Vian has less rank that AL Baltimore, I'd stick with ALB until Vian is up to an acceptable level. They both work, but remember the goal is not to get shot (much). The goal drives the gear train. Lastly, I believe speed has some diminishing returns. Very fast ships are difficult to hit, but a very good player can overcome this. Dispersion debuffs are baked in and can only be neutralized with other captain's skills. Something to keep in mind.

Dave Finfrock I agree it might work. I’ve played around with Vian, but I think RNG has too much of a say in this to be better than speed. But - as you say - the goal is not to be hit.
@@obtusehistorian8946 Speed has a quality all its own. It gives you options you might otherwise not have. Anyone playing USN standard type BBs knows how limited you are in positioning due to low speed--limitations that, say, a Normandie or Cesare does not have. It is a judgement call.

New to channel and relatively new to the game. I have searched the channel for Yorck tips, but have not found anything yet. Where does it fit? It didn't make requirements for "Agile", but I can't figure out how to play the ship (and get to the Hipper).
@@VIIHIPPER I would add to your list New Orleans, Yorck, Cleveland, Myoko. I have gotten all of these to under 3s rudder and over 36 knots speed. I do some variants of your builds in some cases, such as Scott with AL Baltimore and Vian for dispersion benefits, or with some helpful turret rotation with Mikawa w/Einstein and Von Muller, but for the most part I really enjoy your concept. I am curious about clan battles, where we might get some Tier 6 matches. In those battles, when they are not uptiered, I am really playing around with Myoko and Yorck. While these ships stink uptiered and cannot compete with the likes of a Wichita or Baltimore, they can be very formidable at their own tier. I have played the York in a 100% Tier 6 match, and barely was touched with my rudder shift of 2.1s and 38 knots.
Mark Huber I didn’t include them because I don’t want people taking T6 agile cruisers and then blame me when they get wasted by T7s - agile or not. And Cleveland is a light cruiser and doesnt really work with an agile build.

I know I'm late to asking this question: So I have Azur Lane Belfast rank 15, legend 2. My tenant is only rank 7, legend 1. So I'm not sure if I should use my resources to max rank Belfast or put more resources into Tennat. Now I started playing the Italian crusier line starting at the Trento (since I got her from the crate). I've been enjoying the grind once I learned how to play the ship better. So I'm not sure where I should put my resources.
BraveCmdr Jordan If you play the ‘normal’ British cruisers like Fiji, Edinburgh etc then stick with AL Belfast. Tennant only really works well on Cheshire and Exeter.
@@VIIHIPPER Ah ok. I see now. I've been loving the agile builds for the german and italian cruisers. I'm not very good (well wasn't very good) at playing cruisers. I personally can't get the hang out the usn lines. Your channel was recommended by someone in another CC's discord. Ever since about a month ago, I would like to say my cruiser play has gotten better thanks to your videos. I might try the French line again as well.
I always choose the targeting/aiming in the first slot because I like the accuracy and I don't like reducing my reload. I choose this on all ship types unless it isn't an option. I usually choose concealment module for all cruisers as well apart from the Helena where I didn't like it's rudder shift and I like it better with steering gears 3. Do you recommend switching all concealment modules on cruisers for steering gears 3 or only on CA's or cruisers which rudder isn't great? I'm currently going through the Japanese and I'm on the Myoko but went for concealment because I read that the Myoko doesn't need Steering Gears 3 as much as the Mogami. Any truth to that? My commander though is Atago because I like her.
Nuke2099 A concealment build is just as effective as a damage build and an agile build. If you like to play concealment builds, then stick with that would be my advice. But you can try to change the modules on Myoko to rudder and then put Mikawa on and see what you think.
@@VIIHIPPER So I tried Steering Gears 3 on the Myoko and while I love the increased mobility the concealment being worse has countered that because now I can't drop off the map as often so more people can shoot me for longer or I get spotted sooner anyway so while I can dodge it becomes a lot harder with multiple people shooting. I prefer using AL Atago so it's probably better to stick to the "archer" type of build with concealment for this ship. I'm going to try an agile build for the Mogami but I'll likely run into the same issue. It depends what my concealment ends up being. With Steering 3 it's 11.4 on the Myoko with camo and 12 without. I dunno what the Mogami's base concealment is. I think the only way I might have the same playstyle with more concealment is to switch AL Scharnhorst for Mikawa as a inspiration but I use her there for the Azuma's accuracy. Anyway sorry for making this a entire paragraph.
Nuke2099 Sure, an agile cruiser is more difficult to play. I also tend to think that Myoko is a bit too squishy to be a really good agile cruiser. If concealment works for you, then definitely stick with that.
Halo Fuzion Once I get Mimbelli that last step to legendary 4 and can cut .3-.4 off the rudder again I think it might be my favorite, too. That smoke is just so useful.
Today i was in a roma vs 2 odin's and another cruiser my teammates on the side got killed in 2minutes then i had to kite because i would've been torped then my killed teammate called my pussy roma.
