@@psyduckfart Ivern's Q when hit gives him and allies the ability to dash into their maximum attack ranges. He waited until J4 ulted, then Q to dash out as his max attack range is outside of the wall

It's probably his Q passive. When Ivern hits Q, if you auto the target, you get pulled into AA range. However, apparently, there's a minimum range, so when Ivern hit Q and AA'ed, he got moved to the minimum range, which happened to be outside Jarvan's R. I think I didn't make it any less confusing, but oh well.
When Ivern hits his Q, he has the option to jump to the target at his attack range instead of at the target's position. I guess Ivern's attack range is just slightly out of Jarvan's R size
If you root with Ivern Q then Q again, you will dash into them, but if you root with Q then click right mouse click on them you will dash to Ivern's max AA range. So the Ivern in the video rooted Jarvan IV then right mouse clicked.
